If you believe you saw everything that could be possibly done on a Commodore 64, you might rethink that. DrKhumalo user on Lemon64 forum has published a video of his ‘tech-demo’ of a Civilizations game running on a C64 using the isometric perspective. And it is incredible!
DrKhumalo’s demo version show a view of the map, unit movement, city economy, and research as you can see on the video below.

On the same thread, he explains that that he has on the main program only about 2.5Kb to fit all the AI for unit movement and city optimization. Other parts are also missing like game housekeeping (Save & Load), submenu ‘State’ to change tax rates and other government activities, diplomacy, and world statistics screen but these can be loaded dynamically and wouldn’t be too hard to fit in.
He plans to release the demo where you can interact with the objects so he can get feedback and help to find bugs. It wouldn’t be a playable game yet, but it would be amazing to see how such a marvel would run on my C64.
We are keeping our eyes on DrKhumalo from now on!
